AFAIK a type 47 license covers beer, wine and spirits. The ABC site seems to have changed a little recently. It used to have specific details for each type, but I couldn’t find it just now. Google got me to this page tho.
Type 47 is beer, wine, and spirits for a restaurant or other “bona-fide eating place.” Type 41 is the same minus spirits. 48 and 42 are the equivalent for bars (no minors, no requirement that they serve food).
Correct. Looks like they have the 47 pending, but have been given a temporary permit allowing them to function as if they have the 47 for now.
I wasn’t sure if I should revive this thread or make a new one, but are there any good no corkage spots that are new-ish these days?

Seafood palace in sgv 5 dollars for the whole table. I think pretty much any Chinese restaurant except for the highest tier in sgv will have a reasonable corkage policy
