We’ve never had a comprehensive happy hour thread here, for Los Angeles, and I’m a HH champion. My go to spots are on the westside, would love to hear about places further east:
Vito (bolognese and a martini for about $18)
Chaya Venice (edit: closed but leaving for posterity/memory/honor:),
Belle Vie (wine is $5 until 7PM)
Ingo’s Tasty Diner
The Galley (can be enjoyed on the patio, and one of the few places where you can get a chili dog accompanied by a martini)
If we’re feeling fancy, we’ll hit Ruth’s Chris in Pasadena. Not dirt cheap but way cheaper than their regular prices. The food is quite tasty and their martini’s? Perfect.

Mid-City…Moruno does a nice happy hour. Also just heard about one at Market Provisions, but haven’t been.
Beverly Hills…Love the happy hour at Bouchon…downstairs.
West Side…Agree with the earlier recommendation for Belle Vie. Love that place. Also…the happy hour at Rocksugar is very nice.
West Hollywood…I’m a big fan of Petrossian…and they do a nice happy hour. I think they do a caviar service…or smoked salmon…with two glasses of Prosecco for two. Or…I’ll also go by myself and have a caviar martini and egg royale. Very civilized.
Someone asked about the “818”…Belmont does a nice happy hour. Celebration on Ventura in Studio City has one that starts at 3:30…really good deal on very tasty tacos. And in Toluca Lake…Cascabel. Great margaritas…and what goes better with that than bacon guacamole?
