Several FTC people who ate there including @PorkyBelly reported them selling onion on a plate with sauce. I think they eventually dropped the price to $3.
Their original intent is documented by Eater’s pre-opening menu. No plain onions, just the tomato salad. The price for plain onions was briefly dropped to $3 and then removed from the menu.
They did eventually have a seasonal beefsteak tomato and onion salad, which per reports here had a strange sauce unlike Luger’s.

For some reason, I’m not surprised by these allegations.
He has seemed real sketch to me the whole of his social media existence.
